Description

In 2012 Durham County Council introduced Alternate Weekly Collection arrangements. As a result the majority of households in the County now receive a fortnightly recycling collection. Households have been issued with a 240 litre wheeled bin for mixed dry recyclable material along with a separate container for mixed glass. The Council currently has no plans to make any significant changes to its waste and recycling collection arrangements
The Council is now seeking expressions of interest for the provision of dry recyclable processing services.
The primary objective of this contract is for the successful bidder(s) to maximise the recycling rate for material collected by the Council through its household and trade waste recycling collections and to maximise diversion from landfill.
Bidders will be required to have a delivery point for receipt of the contract waste within 75 miles from a central point nominated by the Council for each Lot. The Council will deliver the dry recyclable waste to the successful bidder(s), no haulage services are required as part of this contract.
At tender stage the Council will be inviting bids based on either payment made by the contractor to the Council OR payment made by the Council to the contractor OR a combination of both therefore the Council is, at this stage of the procurement, unable to give an estimated value for the contract(s)
It is anticipated that the total tonnage of mixed dry recyclables and mixed glass to be accepted and processed each year will be 51,000 tonnes. However these are approximate quantities. The Council is offering bidders the opportunity to submit proposals for the following Lots:
Lot 1: 20,000 tonnes (20 ktpa);
Lot 2: 12,000 tonnes (12 ktpa);
Lot 3: 19,000 tonnes (19 ktpa) or
Lot 4: 51,000 tonnes (51 ktpa) (overall tonnage)
If the most economically advantageous tender is received for Lot 4, then no contracts will be awarded for Lots 1, 2 and 3. Similarly, if the most economically advantageous tenders are received for Lot 1, Lot 2 and Lot 3, then no contract will be awarded for Lot 4.
