Description

We are looking foe an external evaluator to provide an independent and objective assessment of programme performance and impact. As well as giving us access to specialist research and evaluation skills, this will also provide independent and credible feedback on performance, effectiveness and impact, highlighting additional learning and opportunities for improvement. The external evaluation will enable us to report on and review:
- the numbers and characteristics of people supported, the outcomes they achieve, and the overall distance travelled
- the overall impact of the programme, including case studies highlighting a 'before and after' picture of the individuals and employers supported and an assessment of the longevity of the impacts of interventions
- the appropriateness of programme design in terms of the analysis of need, MOTW objectives, the individuals and communities targeted, resources allocated, and the services and activities delivered
- the effectiveness of the delivery model (engagement, assessment, service delivery, and progression including in-work support)
- the effectiveness of the innovation projects
- the added value the programme has brought and how it has worked with the existing services within Tyne & Wear
- the quality of delivery experienced by participants, including all aspects of the client journey from initial enquiry to programme completion
- programme management arrangements, including the partnership structure
- an assessment of the overall value for money provided by the programme
- lessons learned and examples of good practice which will enable us to adjust and improve ongoing service delivery, and to inform future service development.
