Description
Basic description of requirement The Senior Leaders Programme (SLP) aims to identify those HMPPS leaders, who have the potential, aspiration and capacity to progress from their current role to a more senior position. The SLP will support them to become agile, strategic leaders who are able to set a clear vision and direction for their business unit, which is aligned to the wider organisational business plan.
The development programme will be delivered in 3 two week residential modules at Newbold Revel, covering Leading Me, Leading Others and
Leading HMPPS, although week one of Leading Me is already allocated to the CLM at the Defence Academy in Shrivenham.
The programme will be offered to all staff within HMPPS in a management or leadership grade and all will be free to apply, so long as they meet the eligibility criteria. Candidates will be selected from both operational and non-
operational roles. Candidates will be subject to a two stage internal selection process by HMPPS before being accepted onto the SLP. The expectation is that cohort numbers will be in the region of 19 per annum based on the course structure as detailed below.
This opportunity is initially for 1 cohort on a pilot basis, HMPPS may then take the opportunity to re-tender for the full programme from 2020, which will be accredited to a level 7 qualification. This pilot was separated into 3 requirements aligned to the delivery modules and two have been awarded, we welcome bids for the third requirement, Leading HMPPS, only.
- The pilot cohort will start in September 2019 with an internal launch event on 16/17th September 2019.
- Leading Me will be for 1 week and will be delivered 25th to 29th November. This lost has already been awarded
- The Leading Others two week module will be delivered 6th January to 17th January 2020. This lot has already been awarded
- The Leading organisations two week module will be delivered on 23rd March to 3rd April 2020. This is the opportunity being tendered.
The providers will be expected to cover:

Leading organisations - commercial and contract management, stakeholder engagement, leading change, financial and business management, diversity and inclusion, values and behaviours, rehabilitative culture.
This requirement is to enable the candidates to gain a broader business awareness and be able to apply their learning to support the management of an aspect of HMPPS, this will also include the provider securing appropriate, complimentary and beneficial visits to organisations to understand effective and efficient business management, as well as the use of guest speakers.
Eight Teaching days have been allocated for the delivery of a minimum of five topic areas. The following areas must be delivered by suppliers and are mandatory. The remaining topic areas should be suggested within the bid.
