Market Engagement Event for Extended Access to General Practice Services for NHS South Warwickshire Clinical Commissioning Group.
NHS Arden & Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of the commissioner(s), NHS South Warwickshire Clinical Commissioning Group (SWCCG), would like to invite providers to attend a 'Market Engagement Event' which will inform the market of the commissioners intentions to procure an 'Extended Access Service', as well as commencing a process to allow the market to feedback on SWCCG's commissioning intentions and requirements, and to gauge market interest.
The General Practice Forward View (https://www.england.nhs.uk/wp-content/uploads/2016/04/gpfv.pdf) published in April 2016 set out plans to enable all Clinical Commissioning Groups (CCGs) to commission and fund additional capacity across England to ensure that, by 2020, everyone has improved access to general practice services including sufficient pre-bookable and same day appointments during weekday evenings (after 6.30pm) and at weekends to meet locally determined demand, alongside effective access to out of hours and urgent care services.
The NHS Shared Planning Guidance for the period 2017-2019 (https://www.england.nhs.uk/wp-content/uploads/2016/09/NHS-operational-planning-guidance-201617-201819.pdf) published in September 2016 confirmed the requirement for all CCGs to extend and improve access to general practice services by no later than March 2019. In order for the CCG to qualify to receive the additional recurrent funding identified in the Shared Planning Guidance, the new Extended Access Service must deliver the 7 core criteria outlined on pages 53-54 of the Planning Guidance.
To date SWCCG has identified the following as some of the key attributes of an Extended Access Service:
• Integration with other providers in order to maximise the use of existing infrastructure, minimise set up costs and ensure that opportunities to take collaborative approaches are exploited;
• Provision of routine (pre-bookable) and urgent (same day) appointments for all patients registered with an SWCCG Member Practice (34 practices in total) during weekday evenings (after 6.30pm) and at weekends (Saturdays and Sundays);
• Direct booking available to all SWCCG Member Practices, NHS 111 and the Out of Hours service provider (other organisations may be added);
• A range of services to meet the needs of the local population;
• A range of appointment types and clinical staffing (not all appointments need to be GP face to face consultations);
• Ease of access for patients;
• Being operational 365 days a year.

It is expected that the new service will deliver a range of outcomes including:
• Improved patient satisfaction in relation to access, including amongst those individuals and groups who do not currently experience easy access to general practice services;
• Reduced numbers of patients with a 'primary care appropriate presentation' being seen in Accident & Emergency and the Out of Hours service;
• A more resilient local health and care system.
The Market Engagement Event will take place during the morning of Tuesday 30th January 2018 in Warwick. The Event will provide:
• An overview of the service to be provided;
• An overview of the CCGs requirements and aims for the service;
• Stakeholder feedback received so far;
• Specific questions for attendees to feedback on regarding service delivery;
• An opportunity to provide feedback on the anticipated service.
