Description

NHS England London Region (hereafter referred to as "The Authority") invites interested, suitably qualified and experienced providers of primary medical GP services (the Services) to attend a Market Engagement Event in advance of publication of the Tranche 7 (T7) London APMS Procurement Programme.

NHS England will shortly be publishing opportunities relating to the contracts for the provision of primary medical GP services (the Services) to be delivered through an Alternative Provider of Medical Services (APMS) contract.

There are expected to be 17 individual APMS GP practice contracts offered by Commissioners in the following Clinical Commissioning Groups (CCGs) acting under delegated authority from NHS England:
• NHS Camden CCG;
• NHS Waltham Forest CCG;
• NHS Tower Hamlets CCG;
• NHS City & Hackney CCG;
• NHS Bexley CCG;
• NHS Bromley CCG;
• NHS Hammersmith & Fulham CCG;
• NHS Southwark;
• NHS Newham CCG;
• NHS Ealing CCG;
• NHS West London CCG;
• NHS Hounslow CCG.
• NHS Enfield CCG.

The purpose of this Market Engagement Event is to inform potential providers of the details of, and seek the market's views on, the contracts on offer.

The Market Engagement Event will be held on Friday 22nd March 2019 at Ambassadors Bloomsbury Hotel, 12 Upper Woburn Place, Bloomsbury, London, WC1H 0HX.

Registration desk will open from 1.15pm - 1.30pm. Presentations will start from 1:30pm and there will be opportunities to ask questions at the end. There will be an additional session on how to write tender responses. Tea and Coffee will be served and there will also be the opportunity for networking and discussion.

Please note that interested parties must register to attend the event by completing the attached Attendee Registration Form and submitting this to the following email address - england.london-procurement@nhs.net. Only attendees who pre-register via the required process will be granted admission on the day of the event. Forms should be submitted before Tuesday 19th March at 17.00.

A maximum of three attendees per organisation is permitted due to space limitations and places will be reserved on a "first come first served" basis.

The subsequent Procurement process will be facilitated via the stated e-procurement portal ProContract (the Portal). It is expected that the contract notices and procurement documentation will be published in June 2019 and will contain further information on accessing and responding to the tender opportunity.

It is envisaged that contracts will be awarded for an initial period of 5 years, with optional extension for a further 5 years, i.e. Maximum total duration for each contract is 10 years. This is subject to approval by the Contracting Authority and the final details will be made available on publication of the procurement documentation.

This Market Engagement process and the subsequent Tender process are being managed by NHS NEL Commissioning Support Unit (NEL CSU) on behalf of The Authority in connection with a future competitive procurement exercise that will be conducted in accordance with a process based on the Open Procedure under the Public Contract Regulations 2015 ("the Regulations" (as amended)).

The services to which the Procurement relates fall within the "Light Touch Regime" (LTR) governing procurement of Health, Social, Education and Other service contracts. Neither the reference to "Open Procedure", "ITT", "PQQ / SQ", the use of the term "Tender process", nor any other indication shall be taken to mean that the Contracting Authority intends to hold itself bound to any of the Regulations, save those applicable to procurement's under the LTR.

The ITT, when published, will be advertised on the Contracts Finder website https://www.contractsfinder.service.gov.uk/Search) and will be run through the https://procontract.due-north.com/register procurement portal. We recommend that you register with both of these websites in the meantime to save you time later in the process.
