Description

Portsmouth City Council is inviting expressions of interest from suitably qualified and experienced providers to tender for this project.

The scope of which will comprise of but may not be limited to providing a suitable market and entertainment for the council's Free Mart Fair taking place on Saturday 17th August 2019 in the garden of the Portsmouth Museum. This will be a recreation of the historic Free Mart Fair that took place in Victorian Portsmouth until 1847.

The Free Mart Fair included stalls selling household goods and bric-a-brac as well as clothes, hats and shoes. There was also a demand for novelty items including the 'everlasting pencil'.

The Free Mart Fair also included a wide range of entertainment including acrobatic stunts, magic tricks, pantomimes, comedians, dancers and novelty acts.

Operators should be able to supply suitable stalls and entertainment to recreate the theme of the Free Mart Fair. Offers can include food and drink including alcohol (indeed, the beer tent was a popular feature of the traditional Free Mart fair).

The contract will take the form of a service concession contract which will require a payment to the council. No minimum payment to the council has been set and operators should propose their financial offer within their bid.

The contract will be for an initial period of one month to cover the event. Should the event prove a success, the contract may be extended by a further 12 months, subject to the performance and agreement of both parties.
