Description

The DN2 Partnership have successfully secured funding to develop a Social Impact Bond and is seeking to jointly commission evidence-based services that support children on the edge of care and, in care to achieve better social outcomes.
DN2 is seeking a consortium to deliver the specialist interventions to support young people with challenging behaviours and complex needs:
• In Care, who are currently in residential care to step down to foster care, who are in foster care and at a high risk of placement breakdown, or of entering residential care, to remain in stable foster care, who currently are LAC but whom we are seeking to re-unify with their birth family or primary carers.
• Edge of Care - an intensive family intervention to support children and young people on the edge of care remain safely with their families / primary carers.
The project aims to help up to 400 children and young people over 4 years. Further detail is provided in the procurement documents.

The DN2 Partnership is seeking an investor/provider/consortium to deliver the Services through a Social Impact Bond ("SIB"). The SIB is an opportunity for the DN2 Partnership to establish a part-nership that will deliver innovation, and help move children and young people away from the trajecto-ries that often take shape alongside challenging behaviour born of challenging circumstances. SIB's are a model in which socially-motivated investors fund the upfront costs for a provider(s) to deliver a public service.
Payment to the investor-provider/consortium is then made by DN2 Partnership on the basis of achieved outcomes. The investor will be required to fund the provider(s) to deliver the service re-gardless of the achievement of such outcomes. All applicants which satisfy the minimum require-ments set out in the SQ will be invited to participate in the tender stages of the competitive dialogue procedure.
