Description

The Affordable Housing Supplementary Planning Document (SPD) was adopted in 2009. It states "in accordance with Government guidance, the Council will seek to ensure that affordable housing is provided on site in the first instance. Only in very particular, agreed circumstances will either another site or payment in lieu of onsite provision be considered as an acceptable alternative."
The SPD refers to such payments being held by the Council in a ring-fenced Affordable Housing Fund.
To date, the Borough Council of Newcastle-under-Lyme (The Council) has received GBP 239,114.10, in affordable housing contributions.
The Council intends to make this sum available to a Registered Provider (RP), to enable them to develop and acquire affordable housing. The contract award will be made to the successful Registered Provider but monies will be retained in an account and paid upon the actual completion of the development. It will be inappropriate to spend the commuted sums in the following ways:
> For repair or refurbishment of existing Registered Social Landlord housing stock
> To bring RSL Housing stock to the Decent Homes Standard
>To fund development work by the Council/RSL partners unless they are specifically directed to the provision of additional affordable units.
