Description
The West Midlands Combined Authority (WMCA) is seeking a suitable Mobility Assessor to be qualified to a 4 year maximum term, single supplier, Framework Agreement with services to be called off as and when required.
Please note that in order to access the documents and upload their response, bidders need to register with BravoSolution, the WMCA's e-tendering portal (http://wmca.bravosolution.co.uk). To submit a compliant bid, bidders should provide a full response to the tender (ref: itt_378) and at the same time also submit their response to the WMCA's Standard Selection Questionnaire (ref: pqq_73) by the deadline outlined. Only those bidders that submit a satisfactory response to all sections of the Standard Selection Questionnaire will go on to have their tender evaluated.
The WMCA provides Concessionary Travel Passes for eligible disabled people who are resident within the West Midlands. The Concessionary Bus Travel Act 2007 ("CBTA") provides for a statutory guarantee of free off-peak travel for eligible disabled people on local bus services anywhere in England. The CBTA modifies existing legislation and the grant of concessions is governed by sections 145 to 150 of the Transport Act 2000 ("TA"). The WMCA must issue a pass free of charge to any applicant residing in its area who is disabled. Under section 146 of the TA eligible disabled people are defined by reference to seven categories ("eligibility criteria"). Different arrangements apply for assessing the 7 different categories of eligibility criteria. This requirement relates to applicants applying in the following circumstances:
• Category "d" walking disabilities
• Category "g" disabilities (medical fitness to drive)
The Framework Agreement is due to commence on 1st March 2017 and the deadline for the tender and associated Standard Selection Questionnaire submissions, via BravoSolution, is 1200 noon on Friday 10th February 2017.
