Description

NHS Southport & Formby CCG and NHS South Sefton CCG - Sefton Bladder & Bowel Prescription Service

NHS Midlands and Lancashire Commissioning Support Unit (CSU) are working on behalf of NHS Southport & Formby CCG and NHS South Sefton CCG who wish to procure a Sefton Bladder & Bowel Prescription service for patients living in the CCG areas.

The aim of the service is to significantly improve the quality of care and support for around 1483 stoma and 1881 catheter patients in the CCG areas. The Sefton Bladder& Bowel Prescription Service will provide a centralised prescription service for patients requiring bladder and bowel appliances and associated products. Additionally, service will give patients access to advice from specialist nurses and an individualised care review to ensure they are always prescribed the best products for their differing needs.

The provider will be expected to work closely with GP practices and community and hospital-based stoma and continence teams. Patients will continue to have the choice of which organisation or company they would like their stoma appliances and products dispensed from.

There will be an initial contract period of 3 years commencing on 1st May 2022; and there will be the option to extend for a further 1-year period from 1st May 2025. This is a £0-based contract and the CCGs envisage there not being a cost associated with the provision of the service. However, during the term of the contract, the CCG may establish a gain share arrangement and further information regarding the gain share arrangement is available in the tender documentation.

Potential suppliers should be aware that clarifications to the tender documents should be submitted by 12pm on Thursday 30th September 2021 and tender responses should be submitted before 12pm on Friday 8th October 2021.

This procurement is for Social and other specific services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ('Regulations') http://www.legislation.gov.uk/uksi/2015/102/schedule/3/made

The Contracting Authority is not voluntarily following any other part of the Regulations.
As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.
Right to Cancel: The Contracting Authority reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract or contracts, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award a contract in part, or to call for new tenders should it consider this necessary.
