Description

Lee Valley Regional Park Authority (the Authority) and the Tennis Foundation (TF) along with its partner the Lawn Tennis Association (LTA) (together, the Client) is seeking the services of a creative, skilled and appropriately experienced consultant to undertake an evaluation study looking at the potential for the development of tennis at the Lee Valley Hockey and Tennis Centre (LVHTC) (the Project).

This exercise will require the consultant to agree a scope for any new development or refurbishment with the Authority, and Lee Valley Leisure Trust Limited t/a Vibrant Partnerships (the Trust).

A number of potential development options have been identified which could enhance the tennis offer at the venue and the consultant will be required to present a cost/benefit analysis for each option and present any other options which they feel may be appropriate for consideration by the Client.

1.2 The work undertaken by the consultant should consider the provision of tennis facilities in the area, operational performance of the venue, opportunities and threats in the market, the strategic and financial position of the site and options to improve the tennis provision, providing market tested information.

1.3 The consultant will be asked to outline the necessary timeframe for the implementation of the chosen development brief, sign off, tender, tender evaluation, appointment of contractors, and a work completion date, and to include this detail in the Report (as defined below).

1.4 The consultant is required to produce a completed report (the Report) in relation to the Project as outlined in sections 12 and 13 of the RFQ document.

1.5 The consultant's team, during this phase, will be expected to identify and arrange specific site/venue visits to help inform decisions.

1.6 The successful consultant will be required to demonstrate expertise and must be able to consider: physical and environmental constraints; planning issues; synergy with existing facilities; funding opportunities from commercial partners; competition; costs related to specific options; time for delivery and risk.
