Description
In 2022 the Government introduced a new mandatory training requirement for all health and care staff working in regulated services; it is about improving support for people with learning disabilities and autistic people. The training is often associated with a young man named Oliver McGowan, whose death further highlighted the ongoing need for better training for health and social care staff. The intention is to help staff to understand the needs of people with learning disabilities and autistic people and how to provide them with safe, compassionate and informed care.
The government is committed to ensuring that all people with learning disabilities and autistic people have access to high-quality care. The Oliver McGowan Mandatory Training (https://www.hee.nhs.uk/our-work/learning-disability/current-projects/oliver-mcgowan-mandatory-training-learning-disability-autism) is an important step in achieving this goal. Kent and Medway Integrated Care System (K&M ICS) is looking to appoint a suitably skilled, experienced and qualified collaborative supplier to lead the development of a project to sustainably increase the number and capability of neurodivergent people in the workforce, starting with the delivery of training as described in the Health and Care Act 2022: Mandatory Training on Learning Disability and Autism (https://www.legislation.gov.uk/ukpga/2022/31/section/181/enacted).
The Commencement Date for the delivery of the services is scheduled to be on 8th January 2024 at 00:00 hours. The Contract will be awarded for a period of two (2) years until 7th January 2026, with an option to extend for a further periods of six (6) months subject to performance and the absolute discretion of the Authority.
The Authority is procuring this contract following the Open Procedure under the UK Public Contract Regulations 2015 and the Trust's Standing Financial Instructions. The Authority will be awarding one Contract for the provision of all services detailed in the Specification. The Authority will be utilising the NHS Standard Terms & Conditions for Services Contract.
The Authority is seeking to contract with an organisation that will manage the Services to the highest levels of satisfaction, professional standards and cost effectiveness.
