Description

Surrey County Council has set an ambitious target to achieve net zero carbon emissions in the operation of the Council by 2030. A key element of this is reducing the carbon emissions of the existing building estate. The Council has successfully bid for and won funding for the decarbonisation projects across Surrey; has delivered 5 projects and has another 15 in progress. The Council were successful in an application to support decarbonising another 26 buildings by 2024. This procurement relates to 10 of the corporate buildings in this programme. Further tranches of buildings will be selected and works identified and undertaken over the following months and years.

For the current programme, building condition surveys have been completed and proposals drafted for decarbonisation works, aligned with the funding criteria of Salix. All the buildings have been identified because they have some boilers and heating systems that are end-of-life. The end-of-life heating systems, along with any supplementary heating systems within the same building, will therefore be replaced with high efficiency low carbon heating systems (air or water-based air source heat pumps). Additional works will include hot water upgrades, lighting replacement and insulation measures. The buildings encompass libraries, youth centres, fire stations and children's homes.

The next step is to undertake the detailed design for 10 of the corporate sites, such that the work can be tendered to a contractor to deliver the works by March 2024. Four of the 10 sites are substitutes for some of the sites on the original application and will also require investment grade proposals to be made by the contractor as part of this contract.

Undertake surveys at four fire stations to develop decarbonisation feasibility studies and investment grade proposals. Undertake RIBA Stage 3 design of the low carbon heating systems and outline design for solar PV arrays at these four new sites and 6 further sites.

Additional areas of the scope include:
i. Review the pre-existing building survey and pre-design work for completeness, cost effectiveness and energy efficiency in the design.
i. Complete a detailed design for each site, scheduling all works and equipment selections, with supporting calculations.
ii. Consider current incoming electrical supply and user loads with an understanding of any incoming electrical upgrade requirements following from detailed design and product selection.
