Description
The Council requires a consultant to undertake a comprehensive evaluation and review of its Housing Options and Private Rented Services with a focus on the private rented sector, assessment of housing, assessment of housing need, allocation of social housing and homelessness in particular temporary accommodation.
A review is sought to provide an expert evaluation of the current service delivery and options for improvement to meet the requirements of a vast increase in the size of the sector. The evaluation will include the consideration of a selective licensing scheme, development of a service strategy and review of service delivery to meet the needs of the expanded market. In addition, an evaluation for utilising capacity in the private rented sector to provide settled accommodation to households in housing need. E.g. leasing arrangements and incentives for private sector landlords.
The study will cover the following 3 stages:
• Stage 1 - Inspection of the service including review of current practice, resources, establishes an evidence base, review of relevant policies and procedures, seek stakeholder views etc. This stage is to result in a comprehensive picture of where the service is currently at.
• Stage 2 - Evaluation and assessment. To be conducted and presented to the Council taking account of the key stages of the customer journey and relevant statutory processes; options available for improving standards in the private rented sector
• Stage 3 - Final report and Recommendations for implementation to explore how the potential interventions and system changes could be implemented
This contract will be for a period of 12 months commencing March 2021 until 07 March 2022.
