Description

Kingston upon Hull City Council (the Authority) is conducting the procurement using the Competitive Procedure with Negotiation (CPN) (Light Touch Regime) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the Specification (Services).The aims of the service are to:
• Provide a high quality SSSS that is accessible and focuses on reducing health inequalities by targeting populations where smoking prevalence is highest.
• Affect a reduction in the number of adult residents who smoke; especially in the routine and manual occupations.
• Affect a reduction in the number of pregnant women who smoke during and after their pregnancy.
• Provide effective and flexible outreach support to ensure engagement and access to services for hard to reach communities - using community assets to help provide a tailored service to meet the specific needs of residents.
• Increase the number of people who quit and remain smokefree - relapse management.
• Harness the wider public health and community workforce to deliver high-quality smoking cessation training/workforce development.
• Facilitate where appropriate and/or directly offer, easy and timely access to all licensed stop smoking medicines as first-line interventions including Varenicline, Bupropion and combination Nicotine Replacement Therapies (NRT) to improve quit rate success; working with local pharmacies across the City.
• Develop effective working relationships with all key partners to support the outcome of reducing smoking prevalence.
• Support a smokefree NHS
• Provide value for money compared to National quit costs.
• Comply with best practice and all relevant guidance/accreditation.
• Support and contribute to the overarching work of the Hull Alliance on Tobacco Control (HALT).
