Description

PLEASE NOTE: This request for quotation replaces A0430 which was discontinued prior to contract award.

Greater Manchester Combined Authority ("GMCA") and the Greater Manchester Health and Social Care Partnership ("GMHSCP") invite quotations in respect of an evaluation of the Greater Manchester Integrated Police Custody Healthcare and Wider Liaison and Diversion Service ("GM Custody Health L&D Service").

The GM Custody Health L&D Service is an integrated service model that combines two key services that historically were commissioned separately: police custody healthcare provision and Liaison and Diversion. The integrated service aims to deliver an all age (adult and youth) service across key points of intervention in the criminal justice system, addressing a wide range of health issues and vulnerabilities. The GM Custody Health L&D Service represents the joint delivery of a pathway which supports vulnerable detainees from the point of first identification in custody through to court and on return to the community.

The commissioners require interim findings, including liaison with the GMCA research team, to support decisions at critical junctures. However, the purpose of this commissioned, independent evaluation is to determine the longer-term future of the service by undertaking an impact analysis of quantitative outcomes and qualitative deep dives on the additionality of an integrated approach.

The principal requirement is therefore for an impact analysis, centred on a high-quality analysis of the available quantitative outcomes data, but with sufficient supporting qualitative elements to ensure a strong understanding and interpretation of the results. This should cover the whole remit of the partnership, including a focus on outcomes both for adults and children, reflecting the all-age nature of the service.

Further details of the contract specification are included in the Request for Quotation document, which can be downloaded, free of charge, from the Bluelight e-tendering portal.
