Description

Worcestershire County Council is inviting tenders for the provision of domiciliary care to provide care and support in accordance with the essential standards of quality and safety as set out in the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 No.2936 and the Care Quality Commission (Registration) Regulations 2009 (Part 4).

The Services shall be provided to Individuals aged 18 or over who require care and support to continue living in their own home including:
- Adults with physical disabilities and/or mental health problems
- Adults with dementia
- Adults with learning disabilities
- Eligible Individuals in receipt of Flexible Breaks at the time of the start of the Services

This framework complements the Independence Focused Domiciliary Care Service already awarded for other Zones in Worcestershire. Previous applicants may apply. Providers must be registered as a Domiciliary Care Provider for 'Personal Care' with CQC (Care Quality Commission) and be assessed as providing Domiciliary Care which is "Good" or above.

The purpose of this Tender is to identify Prime and Secondary Providers in the four remaining Zones which the Council has identified.
The Council's intention is that the Prime Provider within each Zone shall be allocated approximately 60% (+/- 5%) of new packages of care within each Zone and that Secondary Providers shall be allocated approximately 20% each (+/- 5%) of new packages of care on the same basis.

The appointed Providers will deliver all new domiciliary care (including Reablement) within:
ZONE 1 - Great Malvern, Upton, and surrounding areas:
Lot 1a - Zone 1 - Role - 1x Primary.
Lot 1b - Zone 1 - Role - 1x Secondary.
Lot 1c - Zone 1 - Role - 1x Secondary.
ZONE 2 - Tenbury, Stourport, Bewdley and surrounding areas:
Lot 2b - Zone 2 - Role - 1x Secondary.
ZONE 3 - Pershore, Evesham, Broadway, and surrounding areas:
Lot 3a - Zone 3 - Role - 1x Primary.
Lot 3b - Zone 3 - Role - 1x Secondary.
ZONE 4 - Southeast Worcester, Kempsey, and surrounding areas:
Lot 4a - Zone 4 - Role - 1x Primary.
Lot 4b - Zone 4 - Role - 1x Secondary.

Bidders may apply for Prime or Secondary provider status in each Zone and may apply for multiple Zones.

The Tender will be run as a Light Touch Regime, a modified restricted procedure based on Regulations 28, 65 and 74-76 of the Public Contracts Regulations 2015, and will comprise of one application stage; selection and evaluation being run concurrently. Only Bidders meeting selection requirements will be considered for evaluation and award to the framework.

The framework contract for the service will be for a period of four years with the option to extend up to a further 1+1 years. It is anticipated that contracts will start June 2023.
