Justification
This procurement is being carried out in accordance with the Accelerated Restricted Procedure as set out in Regulation 28 (10) of the Public Contracts Regulations (PCR) 2015. The justification by the Authority for implementation of Clause 10 of Regulation 28 is that due to the machinery of Government Changes, there has been significant impact on the initial long-term solution. An interim solution was originally planned, however, it did not meet the security requirements necessary for a Government platform of this nature. As a result this has added an unforeseen urgency to the procurement of this Contract.

Description
The Department for International Trade's (DIT's) Events Team in the Marketing and Communications Directorate require an Events Management Platform to manage some of the nearly two thousand (2000) events that it produces or attends annually. DIT has a current events platform, however the contract is due to expire, and will no longer be used. The new platform needs to be a single, cloud-based platform that makes it easier for potential attendees to organically find out about DIT's events; improves the quality and completeness of events data; and increases the efficiency of events management.
The Contract is expected to commence in August 2018, with a transition period of eight (8) weeks. The Service Commencement date of the new platform is currently estimated as 8.10.2018.
Stage 1 is expected to be published on 15.6.2018. The deadline will be 2.7.2018.
Stage 2 is expected to be published on 6.7.2018. The deadline will be 16.7.2018.
The competition will be run via DIT's e-tendering portal ProContract, which any interested party must register for to participate from Stage 1 onwards. The reference to search for once registered is DN345136
