Description

CQC is seeking to appoint an external contractor for the provision of a full e-service for Disclosure & Barring Service (DBS) checks. Specifically, the full e-service being sought by CQC must include the provision of:

(i) an e-bulk platform to facilitate the administration of DBS checks electronically;
(ii) ID checking services specifically designed for staff;
(iii) advice to CQC on DBS policies and procedures, as laid down by the Disclosure and Barring Service; and
(iv) Management information reporting to enable CQC to manage, verify and track all applications within the checking process including initial confirmation, in order to establish if a check is clear or contains information.

CQC are required to undertake various pre-employment checks for all new starters in line with the HMG Baseline Personnel Security Standards, and for eligible roles a criminal record check via the DBS (Disclosure & Barring Service - formerly CRB) is also required. DBS checks form a vital part of CQC's employment processes enabling us to continually assess if an employee is suitable for a particular role and to carry out our obligation to protect children and adults in a vulnerable care settings while we are inspecting services.

The contractor shall be registered with the Disclosure and Barring Service (DBS) to administer disclosure applications on behalf of non-registered organisations using the DBS e-bulk service interface. The contractor shall deliver the contract requirements securely and in compliance with Disclosure and Barring Service procedures.

The contract that CQC intends to award will cover a period of 3 years, with the opportunity for this to be extended by up to a further 1 year (subject to agreement by both parties).
