Procurement Officer

Hours: 37 Hours per week, Monday to Friday

Start date: ASAP for 3 months

Rate of Pay: Band G ?34,788 - ?39,782 PAYE but agencies can advise what the candidate would be looking for on a LTD company basis

In March 2018, Sandwell Council approved a new set of Procurement & Contact Procedure Rules which has transformed the way the Council carries out its procurement activities. These changes aim to enable the Council to achieve Sandwell's Vision 2030 through efficient processes and empowered officers.
Following a fundamental restructure of Procurement Services, we are seeking a talented and dedicated individual to join the team responsible for all procurement activity across the Council (excluding social care and public health contracts). Reporting to the Procurement Business Partner, the post will assist in the development and delivery of a proactive and flexible Procurement Service that is able to respond to the needs of the Council to deliver Vision 2030 whilst achieving value for money and ensuring procurement and payment activity is compliant with Council polices, managing people and other resources in order to deliver priorities and objectives, or as otherwise directed.

The post holder must:-
o hold a MCIPS qualification (Member of the Chartered Institute of Procurement and Supply)
o have knowledge of ICT packages such as word, excel etc
o have minimum of 3 years' experience in a relevant service area.
o have experience of supervising employees, allocating workloads and supervising the completion of work.
o have experience of guiding and / or supervising project work
o have experience of negotiating and consulting with internal and external stakeholders.
o have knowledge of contract forms JCT and NEC
o Provide procurement support, advice and guidance to services across the Council and external bodies as appropriate.
o Develop and deliver Procurement Plans based on service need and spend analysis, maximising the Councils purchasing power to improve its competitive edge and to deliver best value.
o Undertake and manage procurement exercises from identifying need to establishing appropriate and streamlined ordering and payment processes ensuring compliance with legislation and Council policies.
o Manage Key Council contracts, liaising with services and suppliers to ensure compliance and maximise performance.
