There are four specific outputs that the selected supplier is expected to deliver:
I. Create a coordination mechanism with the Ministry for Public Administration (Secretaria de la Función Pública) and the Technical Secretariat of the National Anti-Corruption System (NACS) that brings together the different efforts being developed in Mexico to measure levels of implementation of the NACS at local levels.
II. Facilitate a visit (all related travel costs & logistics and programme planning) to the UK for Mexican authorities and/or representatives of the National Anti-Corruption System in charge of implementing local anti-corruption systems. The purpose of the visit is to learn UK best practices. This visit is expected to take 4 people to the UK. Names will be provided by the British Embassy in Mexico City.
III. Provide a report in English and Spanish of international best practices and propose an implementation roadmap for Mexico at the sub national level of the lessons learned from the United Nations Conference Against Corruption (UNCAC) second review process in Mexico 2017 and the projects previously funded by the Prosperity Fund (this information will be provided by the British Embassy in Mexico City to the successful supplier);
IV. Develop an evaluation and reviewing mechanism between 3 local governments working on anti-corruption, using the OECD's Istanbul protocol and UNCAC's reviewing process as basis.
