Description

NHS Shared Business Services, on behalf of Manchester Health and Care Commissioning (the Contracting Authority (a partnership between Manchester City Council and NHS Manchester Clinical Commissioning Group)), invites providers to a pre-procurement market engagement event in relation to a potential tender for the provision of a Children and Young Peoples (CYP) Digital Counselling Service (the Service).
The aim of the market engagement event will be to engage with potential providers for the Service in order to share the potential commissioning intentions of the Contracting Authority and to seek input from providers on a number important aspects relating to the services, including the potential service model. The current service offers counselling to 11-18 year olds; however the future service model may incorporate primary school age, 5-18year olds. The counselling services to be provided will include:
• Online counselling
• Moderated Chat room facilities
• Instant therapeutic messaging facilities
• Live and off Line Digital Forums
• Digital articles and self-help Resources
• Signposting and referrals
• Integration workers
The event will be held on Wednesday 15th November 2017. Exact timings, venue details and an agenda for the event will be supplied closer to the date.
The Service is an online counselling service, open 7 days a week - the messaging, self-help features, information and forums are available 24 hours a day and one to one counselling is to be made available from 12 noon to 10pm Monday to Friday and 6pm to 10pm at weekends. Counsellors provide one to one counselling in secure chat rooms, either on a virtual drop in basis or in a scheduled format, as well as Message Counselling. The provider also delivers moderated peer support message boards, live and off line digital forums, articles and self-help documents. Pathways are in place for onward referral so CYP know how to access other services.

The aims and objectives of service are to:
• Provide a confidential early intervention resource that young people can self-refer to which targets improvements in emotional and mental wellbeing
• Ensure a timely and appropriate response to service requests from a range of individuals and agencies
• Ensure that information about the service is widely available
• Provide a structured 1:1 counselling service to young people in need which draws on evidence based practice and guidelines
• Provide secure online counselling and support to young people
• Liaise with key partners such as Child and Adolescent Mental Health Services (CAMHS) services , community teams, educational establishments, early help hubs and third sector providers where the young person consents and where this facilitates greater impact of the intervention on outcomes
• Ensure service user feedback, including outcomes reporting, is integral to the service
• Comply with standards and processes for safeguarding
• Ensure that the service is fully embedded across the health, social care and education economy
