Description

Newcastle-under-Lyme Borough Council based in Staffordshire is looking for a supplier to recommend suitable locations for 1, and to build 6, new outdoor advertising billboards on council-owned land.
This project is part of our wider programme to generate additional revenue for the Council through the erection of new billboards and sale of advertising space.
The billboards will be erected across 6 different sites in the Newcastle-under-Lyme Borough. The exact location of all 6 sites is to be agreed. 5 of the billboards will be Classic 48 Sheet billboards. 1 will be a Digital 48 Sheet billboard.
Hoarding construction must be complete by the beginning of November 2018.
The detailed list of work required from the selected supplier is as follows:
Deliverables
1. Location Strategy Recommendations - advice on the optimum location for the new digital hoarding;
2. Review of proposed design and construction information (as per supplied technical drawings) for each billboard to ensure that is fit for purpose. This includes verification of the design of the hoardings, materials used, how they are to be erected, foundations, manufacture of the structure and erection on site.
Finished structures must be capable of:
i. Withstanding own weight;
ii. Withstanding wind loads and pressures;
iii. Freestanding in own right.
Designs should take into account:
i. Site location;
ii. Expected duration of hoardings - at least 10 years;
iii. Required height and length of hoardings;
iv. Details of any signage to be attached which may increase wind loading etc.;
v. Details of any specified requirements for hoarding lighting (including any earth bonding requirement);
vi. Vision panels, decorative treatment, application of advertising etc.;
vii. Ground conditions (relating to strength parameters and any ground contamination);
viii. Position of relevant utilities, both buried, surface and overhead (dead, live and about to be energised);
ix. Details of any fire ratings required for the materials to be used;
1x. Any space restrictions, for example from existing inclined supports;
xi. Any restrictions on the type of fixings to be used;
xii. Any crowd loading that may be relevant;
xiii. Whether vehicle impact loading may be relevant.
3. Supply and build of 5* Classic 48 Sheet billboards;
4. Supply and build of 1* Digital 48 Sheet billboard;
5. Maintenance of 1* Digital 48 Sheet billboard - industry standard maintenance package (per annum cost).
