Description
The provision of Open Access Sexual Health Services is a mandated function for Local Authorities under regulation 6 of the Local Authorities (Public Health Function and Entry to premises by local Healthwatch Representatives) Regulations 2013. In Buckinghamshire we will be integrating them alongside HIV Treatment and Care services in partnership with NHS England.
Our joint vision is to recommission a county wide Integrated Sexual & Reproductive Health Service (including outpatient HIV Treatment and Care) for the Health &Wellbeing of residents of Buckinghamshire.
This is a notice for the provision of Buckinghamshire Integrated Sexual and Reproductive Health Services (including HIV Treatment and Care), which fall within Schedule 3 (Social and Other Specific Services) to the Public Contracts Regulations 2015 (PCR 2015). The council will accordingly conduct this procurement in accordance with Section 7 (regulations 74 - 76) of the PCR 2015 (the 'Light Touch Regime').
Buckinghamshire Council in partnership with NHS England is seeking suitably qualified and experienced organisation/s to provide this service. The Service provision will be divided into 2 lots. Organisations can tender for either or both lots, subcontracting arrangements welcomed.
LOT 1 - Specialist Clinical Service (STI's, Contraception & Outpatient HIV Treatment and Care) - Includes:
A -Council Commissioned Comprehensive Open Access Specialist Clinical Sexual and Reproductive Health Service to include:
B - NHSE commissioned Outpatient HIV treatment and care services
LOT 2 - Health Promotion and Outreach
The annual budget is capped as follows:
LOT 1 - Specialist Clinical Service (STI's, Contraception & Outpatient HIV Treatment and Care)
A. Council Commissioned Comprehensive Open Access Specialist Clinical Sexual and Reproductive Health Service £3,053,851.00
B. NHSE commissioned Outpatient HIV treatment and care services = £221,635 (excluding specialised HIV drug costs.)
LOT 2 - Health Promotion and Outreach - Includes:
Council Commissioned Service £604,261.00
Any bids that exceed the cap will be disqualified from the procurement process.
Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply to this opportunity.
The contract start date will be 01/04/2023 for 5 years with the option, at the discretion of the relevant contracting authorities to extend for a further 4 years
