Description

The Corporate Officer of the House of Lords and the Corporate Officer of the House of Commons ("the Authority") acting jointly, invite suppliers to submit a tender for the Provision of Audit Services as specified in the Statement of Requirements.

The Framework will be split into two Lots. Lot 1 will be for General Audit Services. Lot 2 will be Audit Services for Capital Projects. Lot 1will be managed by the Head of Internal Audit and Risk Management in the House of Commons. The value of the framework is non committal.

Suppliers made bid for Lot 1 or Lot 2 or both Lots.

Lot 1 The House of Commons Administration has an Internal Audit Service that operates in accordance with Public Sector Internal Audit Standards. The in-house Service is made up of the Head of Internal Audit and Risk Management and a small internal team. The House of Commons service is separate from, but works closely with, that for the House of Lords. It also works closely with the National Audit Office, who are appointed to undertake the external audit of both the Administration and Members Estimates.
The requirement is for the provision of support to the in house Internal Audit Service, primarily in the provision of specialist audit services, but also in the support and development of the Internal Audit Service in line with the House's overall objective for services to be a model of good practice and innovation.
More particularly the support is envisaged to be broken down into the following elements:
Provision of Specialist ICT audit services
Provision of Counter Fraud Services
Provision of "consulting" services
Lot 2 Will be for Audit Services for Capital Projects and Programmes. Lot 2 will be managed by the Head of Internal Audit in the House of Lords. The Authority has a requirement for the provision of external support to the in-house Internal Audit Service by undertaking specialist capital project and other works related audit reviews. Reports will be submitted to the Head of Internal Audit in the House of Lords but will be of interest to both Houses.
The requirement is for the provision of specialist audit services to provide assurance on capital projects and programmes and other works related activities and operations within Parliament. This strength of this assurance will be increased if a single contractor develops an understanding of the requirements of the parliamentary estate and builds a constructive relationship with relevant parliamentary officials.
