Description

The Home Office (HO) intends to commence early market engagement, seeking insight from potential suppliers on an information system for operational planning, alerting, reporting and managing Radiological & Nuclear (RN) Detection equipment.

The HO intends to commence early market engagement, seeking insight from potential suppliers on a Radiological & Nuclear (RN) Detection centralised capability allowing the command team to monitor the operational arena, deal with any alerts, share and analyse information as needed with other stakeholders and technical experts.

Please note that this is not a call for competition, neither is it a procurement exercise, but an opportunity for the HO to better understand the supply market and for suppliers to showcase their ideas and products. This will inform a potential procurement exercise in early 2023 for Inland Detection, and to inform any future requirements.

The HO is looking across the entire UK Radiological & Nuclear (RN) spectrum to reduce risk and enhance the understanding and response to a Radiological & Nuclear (RN) threat. Inland RN Detection (i.e. detection within the UK, away from the border) is one part of the key strategic objectives.

In particular, the HO is interested in understanding the latest available capabilities and technologies in the following RN detection Alerting and Reporting areas inclusive of but not limited to the topics below:

• Data display - Real-time and historical detector location and detection event presentation
• Interoperability and support of all detectors
• Detection event processing/workflow
• Imagery support - including still images and videos
• User interface support - Desktop/Laptop/ Mobile /Small form factor devices (e.g., Tablet)
• Detector health status monitoring and alerting (e.g., connectivity, battery, signal strength)
• Importing of external data to enhance detection analysis
• Detection analysis tools including support for external analysis plug-ins
• Capabilities to process diverse set of detector data information including spectral information, isotope identification, N42 data, dose rates count rates and device location
• Reporting and file type support e.g., CSV, PDF
• Event audit for evidential purposes.

The HO seeks to engage with potential providers for their views on potential requirements identified by stakeholders and would welcome demonstrations of supplier's solutions to support our understanding of current capabilities.

We are provisionally intending to hold individual 1-1 supplier engagement sessions from November and December 2022. Expressions of interest should be sent to HomelandSecurityRNProcurement@homeoffice.gov.uk

A Non-Disclosure Agreement (NDA) will need to be completed to take part in any engagement sessions.
