Description

The Council is seeking a suitably qualified and experienced organisation to undertake an options appraisal for the feasibility study for a city attractions pass. The organisation should have relevant expertise / knowledge in advising and evaluating projects involving multiple partners and understand the issues concerning the tourism sector and public and private sector visitor attractions.

To undertake a feasibility study of a Birmingham city attractions pass to support the Council's Visitor Destination Plan.

The feasibility study will need to:

a. Identify and evaluate different funding models for an attractions pass and how they are managed, whether they are in-house, partnerships or third party solutions.

b. Consult widely with Birmingham-based attractions, organisations hosting tourism experiences and other visitor economy stakeholders about the viability of an attractions pass.

c. Take into account the following key pieces of research alongside other relevant pieces of research when making recommendations for an attractions pass:
i. The Economic Impact of the Visitor Economy - A West Midlands Combined Authority Report
ii. VisitBritain Domestic and Inbound Research & Insights

d. Deliver recommendations for a city attractions pass, to be launched in Summer 2022.

e. Deliver presentation on the final report.
