Description
London Borough of Hammersmith and Fulham wish to commission a specialist co-located Independent Domestic Abuse Advocacy (IDVA) service co-located across Housing, local Criminal Justice Services and Childrens Social Care to provide support to victims/survivors of domestic abuse at risk within the borough, with additional resource to support victims/survivors with complex/multiple disadvantage (immigration issues, complex mental health, substance misuse). The tender is split into two lots - the delivery of frontline IDVA services and the delivery of a performance and review co-ordination service specifically pertaining to the Criminal Justice element of the project.
Lot 1 pertains to the procurement of the Specialist Co-located IDVA Service, providing frontline support to victims/survivors through advocates based within Hammersmith & Fulham's statutory services - Housing, Criminal Justice, Childrens Social Care. The aim of this service is to improve the safety and outcomes of victims/survivors of abuse within the borough engaging with statutory services, as well as improve the response of LBHF's statutory services to domestic abuse through training and consultation.
The service will include additional provision for victims/survivors of abuse with complex and multiple disadvantage (insecure immigration status, complex mental health needs, substance misuse). To best serve the borough and reflect the diverse needs of victims/survivors, we particularly welcome bids from specialist by and for services, including consortium bids.
Lot 2 pertains to the commissioning of co-ordination services of the Criminal Justice element of the co-located project. The Criminal Justice Performance and Review service monitors Domestic Abuse cases through the criminal justice system from the point of arrest to case disposal. The Performance and Review Coordinator works in partnership with the Criminal Justice IDVA, Police, and other criminal justice partners to improve the experience and outcomes for survivors of DA going through the criminal justice system in Hammersmith & Fulham.
The contract for this service is for two years (until 31st March 2023), with a provision for two one-year extensions at the discretion of the Council.
