Description

Brunelcare wishes to select a contractor ("the Contractor"), to provide internal refurbishment works ("the Works") at Woodland Court, our retirement village, as set out in the Contract Documents at Appendix 2. The Contract Documents include the Specification containing a detailed description of the Works being procured.
Woodland Court is situated in Downend and consists of 56 apartments - 41 apartments have one bedroom, 15 bedrooms have two bedrooms. The majority of the apartments are c 17 years old.

Brunelcare undertakes the refurbishment of each apartment when it becomes vacant. As such there is no planned programme, but there are expected to be 4 to 6 refurbishments per annum. The successful contractor will have 4-weeks' notice of each refurbishment and will be required to complete the works to each property within 2 weeks.
In addition, Brunelcare expects c 2 apartments per annum to require redecoration (including carpets) each year.
The contract will have an initial term of 5 years commencing 1st September 2020, with the option for Brunelcare to extend for up to a further 2 years.

Our strategy in response to COVID-19
Please note that Brunelcare recognises that some suppliers have temporarily suspended operations during the current COVID-19 restrictions imposed by the UK Government. Brunelcare has also reduced its operations to be compliant with the COVID-19 restrictions regarding social distancing, but is also very keen to be in a good position to resume its normal services and planned works once the restrictions have been lifted, Accordingly we are progressing activities that are compatible with the current market conditions, such as procurement.
The tender period for this project has an extended deadline on the assumption that the COVID-19 crisis will have abated enough by mid-May to allow for a site visit by potential suppliers on 21st May. This may be optimistic, but if the social distancing restrictions are not relaxed by then, then we will extend the timetable further to allow for the site visits and for potential suppliers to provide a competitive tender for the contract(s).
Potential suppliers should note that the contract commencement will also be delayed until "normal" operating conditions prevail. Therefore, it should not be necessary for potential suppliers to include any risk premium in their pricing proposals.
