Description

The Foreign Commonwealth and Development Office (FCDO), is carrying out a pre-market engagement exercise to understand market capability and capacity in delivering the UK Government's contributions to the Organization of Security and Cooperation in Europe (OSCE) Election Observation Missions (EOM).

This pre-market engagement exercise will involve the submission of the Soft Market Testing Questionnaire - to be received by 12.00pm Noon on 19th March 2021. If your organisation would like to participate in this market engagement exercise, it can do so by completing and returning the market-testing questionnaire, which can be found on the FCDOs e-procurement portal Jaggaer (https://fcdo.bravosolution.co.uk). Participants should register as a supplier on the portal on the aforementioned link (if not already), then search for the opportunity titled "Provision of OSCE Election Observation Monitors" under Reference number: project_6301 where the Questionnaire can be obtained.

The FCDO will consider the feedback received to help inform its options and further decision-making. For the avoidance of doubt, this phase of the project is not part of a formal procurement process and the FCDO is not committing, at this stage, to carrying out such a process.

Participation or non-participation in this pre-market engagement exercise shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of this exercise shall place any supplier at an advantage in a potential procurement process. Participation in the pre-market engagement exercise will be at each organisation's own cost. No expense in responding to this pre-market engagement exercise will be reimbursed by the FCDO

Organisations must submit their completed Questionnaire via the FCDOs e-procurement portal https://fcdo.bravosolution.co.uk by the return deadline in order to participate and registration is free. Questionnaires cannot be uploaded after the return deadline.

The FCDO will not be held accountable for any errors made by an organisation in submitting their SMT Questionnaire.
