Name of Supplier: BMT Defence & Security UK Limited

Title of Contract: 701550391 - Provision of Temporary Resource (Programme Manager) for Mine Hunting Capability (MHC) Programme

Requirement Summary:

The MHC programme delivers a transformation in the UK Mine Counter Measures (MCM) capability and replaces legacy Mine Countermeasures Vessels (MCMV) with cutting edge autonomous systems. The programme SRO is DD Navy Acquisition (Equipment & Systems). The Programme Manager reports to the Programme Director.

MHC Block 1 will deliver 200m depth capable MCM autonomous systems. A commercial off the shelf support vessel will be delivered in 2022 to enable a UK offshore capability as well as supporting further operational experimentation.

The volume of work and pace required to successfully deliver the Programme benefits in the desired timeline and to cohere the pan-DLOD delivery require the services of a Programme Manager.

Financial Value Statement:

Contract Value: £208,00.00

Key Outputs will include:

a. Coherence of the DLOD Project Managers, placement of appropriate business agreements and coordinated delivery from the DLOD Project Managers;.
c. Engagement of MOD, Navy and DES stakeholders and others as appropriate;.
d. Regular reporting of delivery against the programme milestones;.
e. Overseeing programme team activity, including Requirements Management and Project Controls;
f. Production of all necessary programme plans and managed delivery of these documents

Consultancy Value Statement: Actual Value Delivered

Financial Value Statement:
There is no quantifiable value, because this was an expenditure required to bridge a gapped post while recruitment was not an option due to the Navy Command recruitment freeze. Without this position being filled there is a chance that the programme would have stalled and delivery would have been delayed -impacting Command Plan outputs.
Non-Financial Value Statement:
The contractor brought continuity to the programme which mitigated the risk of any programme delays. The contractor also provided SQEP in a newly formed programme team which was invaluable.
