Description

NHS England seeks bids from providers who have the capability to deliver Health Needs Assessments (HNAs) for those in adult secure prisons in Thames Valley (HMP Huntercombe, HMP Springhill and HMP Grendon).

The Aims and Objectives include:

The needs assessments will explore the following:
• The Prison population of HMP Huntercombe, HMP Grendon and HMP Springhill.
• The current healthcare service provision utilised by HMP Huntercombe, HMP Grendon and HMP Springhill internal and external and wider health promotion of self-care.
• To understand complex needs of the older population and care required.
• Recommend opportunities for improved health and social care integration and provisions to enable prisoners to live an independent and quality life.
• Investigate the full range of health needs and report on the epidemiology of health problems experienced by the men in the establishments.
• Gap analysis between current service provisions, needs of the population, best practice, effective interventions and national care standards.
• Service User feedback to hear the views of patients who use healthcare - this includes patients that have relatively minimal use and try and understand any barriers of unmet need.
• Organisational barriers to the delivery of current/proposed models of care.
• Identify and report on organisational barriers to the delivery of current/proposed models of care.
• Review escort and bed watch levels and recommend improvements and opportunities to reduce external appointments.
• Explore and report on the attitudes towards the delivery and effectiveness of healthcare in each setting.
• Analyse and compare the health of those in prison with sensible comparator groups in the community and in other establishments
• Equality of healthcare services access and provision, in relation to core equality strands (e.g. race, disability, age, religion, and sexual orientation) and complete an Equality Impact Assessment.
• Recommendations for future service developments.
• The staffing profile against need, business continuity, recruitment and retention and resources.
The NHSE Health and Justice team has the commissioning responsibility for the healthcare services of adults in secure and detained settings. The focus for these HNAs is to outline the area profile of adult secure settings in the Thames Valley area in the context of both the local authority and the health landscapes for adults.

As a result of the procurement, a single contract will be let to deliver the three HNAs, with a maximum total contract value of £45,000 including any applicable VAT.

This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.
