Description

The Social Mobility Commission (SMC) monitors progress towards improving social mobility in the UK and promotes social mobility in England. It is an independent statutory body created by an Act of Parliament.
As part of its remit the Commission is statutorily required to undertake an annual report (the 'State of the Nation' (SON)) each year. This report is part of the Commission's statutory duty to monitor UK-wide progress on social mobility each year and is required to be published by 31st March 2021.
Due to the seismic events of COVID and Brexit across the whole of the United Kingdom, there have been significant impacts in terms jobs, health, incomes, education and thus of social mobility. Hence, for 2021, the SMC wanted to put more focus on the synthesis, analysis and critique of social mobility policy activity in Wales, Scotland, Northern Ireland and England - to ensure that the State of the Nation report gives significant attention to what was happening in all nations of the United Kingdom.
The SMC was looking for a supplier who could fulfil the following requirements:

The key objective is to produce a high-quality report, made up of statistical analysis and four nation essays, synthesising policy activity related to social mobility in the UK. We are also asking suppliers to oversee a quality assurance process of this work.

Specific deliverables are:

1. Quality assurance of the SON 2021- Provide quality assurance on reports with tracked changes, advice on evidence and research and be available to meet virtually with SMC to discuss the comments and suggest developments.

2. Consult on new policy recommendations and new policy areas- Review the policy recommendations and areas outlined in the SON 2021 in relation to HE.
