Description
Plans are in place to run a competition which will cover all aspects of transactional bulk print,
managed print and digital solutions. with the intention to have the service commence in April
2021. Additionally at a future date the successful service provider may be required to provide
reprographic services.
Current operational requirements include (but not limited to):
- Receipt and printing of software application generated documents specifically in line with
operational business rules e.g. DWP customer notifications and internal reports;
- Core print services - including: forms, leaflets, claim packs, envelopes and parliamentary papers;
- Enclosing of printed outputs together with inclusions specified by the software application e.g.
inserts and reply envelopes;
- Mailsorting of sealed envelopes and dispatch preparation ready for collection by one or more
postal carriers (postal channels are out with the scope of this contractual arrangement - postal
licenses are owned by the Department);
- Provision the print requirements which include but are not limited to digital, lithographic and
screen printing;
- Provide print on demand just in time service;
- Proactive management of storage & distribution requirements;
- Support the digitisation agenda, the new contract must accommodate DWP customer
communications sent via a variety of media utilising both hard copy and digital;
- Work closely with the Department to help shape future communication mediums;
- Provide innovation and value for money as well as sustainable and socially responsible solutions;
- Produce personalised products - including: name badges, date stamps, business cards and local
marketing products;
- Undertake secure print production and/or storage - including: identity cards, travel warrants and
other denoted 'items of value';
- Printing of alternative formats - including: British sign language video, audio and braille;
- Deliver direct mail - including: data processing, laser, enclosing and consigning to various postal
providers;
- Fulfilment and distribution - storage, pick/pack, despatch and stock management;
- Provide secure, web-based storage solution for the Department's product artwork, design and
information assets;
- Provide a Web-to-print online portal allowing the Department's staff to tailor artwork within
pre-defined templates;
- Provide an online solution for the Department's staff to commission documents in alternative
formats;
The majority of transactional bulk print files will be generated in a print ready file format, however,
there may be some residual extraction and manipulation of customer specific data, generated from
front line operational processing systems.Further details of the requirement will be provided in due course in any future notice or competition documentation.

Procurement
Subject to finalising the scope of the requirement, it is intended that the tendering exercise will be
conducted in 2019/20, the relevant Contract Notice is estimated to be published early 2020.
DWP has provided a provisional contract award start and end date. This is subject to change. DWP anticipates a contract duration of 3 +1+1 and transition from the current service in the final year of the existing contracts
Tenderers will be required to provide their tender response electronically using the DWP Bravo

The Future of DWP Print
During the lifetime of the new contract the existing DWP Print service is expected to continue to align with
Departmental Strategy and better serve the requirement of our customers. Changes will include but are not
limited to:
- Movement away from printed output and towards alternative customer communication channels
including self service
- Extended DWP opening hours, resulting in change to the demand patterns and timing of printed output
- Greater focus on achieving committed government targets, particularly in the areas of; Small to Medium
Enterprise, the Environment and Waste Destruction.
- DWP having greater control on aspects of end to end processing, production and in particular the ability
to make change in a more timely cost effective manner.
- Other operationally generated change yet to be defined.
Suppliers will be expected to work in partnership with the Department to respond positively and flexibly to
all aspects of future strategic and operational change, demonstrating a clear commitment to innovation
and progressive development.
