Description

The Environment Agency is the primary responsible organisation on the waste crime front line and needs to ensure its resources are deployed as effectively as possible. To confidently assess the effectiveness of its interventions the Environment Agency needs a reliable baseline to compare against. However, the current corporate measures of waste crime are linked to our investigatory effort, are susceptible to manipulation, and don't account for displacement and substitution.
We would like a multi-disciplinary team to think laterally to identify novel ways for the EA to estimate the scale of waste crime. The successful team will have the latitude to explore the issue, but will be expected to review how a range of disciplines, organisations, and countries quantify 'hard to observe populations', and critically assess their applicability to waste crime.
