Description

Tenders are invited from interested parties for the Summative Assessment (in two parts interim and final) of the Keele University Science & Innovation Park Smart Innovation Hub (SIH, project ref 32R17P0169), Business Bridge MRDC Ph2 (BB, project ref 32R18P02530), Smart Energy Network Demonstrator (SEND, project ref 32R16P00706), and in one final part only the Innovation Centre Seven (IC7, project ref 32R19P03785). Further details can be found in Section 2 of the Itt (Tender Specification/Scope and supporting documents).
Funding. This procurement and the projects for whom these Summative Assessments are for are part funded through a suite of funders including the European Regional Development Fund (ERDF) as part of the England 2014-2020 European Structural and Investment Funds (ESIF) Growth Programme, and the UK Government as part of the Midlands Engine programme, and the Stoke and Staffordshire Local Enterprise Partnership.

The purpose of the procurement is to appoint a single Service Provider to conduct all 7 assessments - interim reports for SIH, SEND, BB by October 2021; and final reports for SIH, SEND, BB and
IC7 by April 2023.

Evaluation.
The University shall identify the most economically advantageous tender in accordance with the criteria set out below. The maximum score available is 1000 marks, divided into
700 marks for Technical (Quality) and 300 marks for Commercial (Price).
1. Quality of the named Lead Individual(s) assigned to performing the contract with the respect to the ability to undertake the required research for the Summative Assessment for the given project. 250 marks
2. Approach and Methodology for the Summative Assessment. 300 marks
3. Programme, management and resources for the delivery of multiple summative assessment reports. 150 marks.
The Tenderer which submits the lowest Total Tendered Price (fixed price lump sum) will be allocated 300 marks.
Please note that the University does not bind itself to accept the highest scoring tender or any tender.
