Description
A technical feasibility study into the potential for the ICO and other organisations to use avatars to test age assurance systems in active use and whether they conform with standard 3 of the Children's code.
The study should include, but is not limited to, findings and advice on:
• How avatars could be used by the Commissioner to assess the conformance of organisations' age assurance methods. This should include logged-in and non-logged in environments;
• Any technical requirements, such as the personal data and technology required to create avatars; and
• The economic cost of developing avatars for the Commissioner to use and 'self-test' use by organisations. This should consider the need for a number of avatars, including across a range of ages and characteristics.
