Description
*PLEASE NOTE* Due to technical issues with the Council's Oracle e-tendering portal on Thursday 10th March 2022, the tender deadline has been extended to Wednesday 23rd March 2022.
Please note that this is a services framework agreement for the hire of plant machinery and vehicles which includes the hire of various construction equipment, tools, site welfare and accommodation, specialised pumps, and various motor vehicles such as cars and vans.
Lancashire County Council (the Authority) has an ongoing requirement for the hire of various plant and vehicles (the Services). The Services support a wide range of projects carried out by the Authority, such as ad-hoc repairs to carriageways, the development and clearance of working sites, tools to support maintenance workers, vehicles to transport various personnel and their equipment around the county, etc.
The Services are split across numerous Lots. Tenderers can apply to as many of the Lots as they wish by completing and returning the required tender documentation by the Tender Return Deadline. Tenders will be evaluated in accordance with the Evaluation Criteria set out at ITT Appendix 4.
The Lots are comprised as follows:
- Lot 1 - Non-operated plant (includes tools)
- Lot 2a - Operated Vehicles (i.e. supplied with an operator)
- Lot 2b - Operated Plant (i.e. supplied with an operator)
- Lot 3 - Welfare
- Lot 4 - Specialised Pumps
- Lot 5 - Self-drive Vehicles

The Authority adds that the range of estimated total spend for the Framework Agreement is £2,650,000-£4,500,000 per annum, or £10,600,000-£18,000,000 over the maximum framework term of 48 months.
The indicative ranges below represent the low end of estimated spend through the new Framework Agreement per Lot, notwithstanding the ITT Instructions & Guidance document at paragraph 2.3 ("Any reference to spend or service volumes consumed by the Authority are historical or estimated and are provided for guidance only. The Authority cannot guarantee the quantities of any Services to be purchased throughout the Framework period.").
