Tender opportunity for Provision of Banking Services and Credit Card Facilities
Introduction
Southend-on-Sea Borough Council (\"the Council\") is inviting tenders from members of 'The Cheque and Credit Clearing Company', or equivalent, known as clearing banks for the provision of Banking Services and Credit Card Facilities to the Council.
Background
The Council has responsibility for providing all Council services across the borough, including banking services in order to transact its strategic and operational business.
Annual gross revenue expenditure reported in our audited 2017/2018 Statement of Accounts was £416 million.
The Council has a Housing Revenue Account and has transferred responsibility for the management of its 6,000 housing stock to an Arms-Length Management Organisation.
Also the council has a capital programme for 2017/2018 of £78 million. Future planned expenditure on the capital programme is £137 million.
Objectives
Southend-on-Sea Borough Council (SBC) would like to appoint a suitable Provider for the delivery of comprehensive banking services and credit card facilities and using this opportunity to assess the continual advances in technology and banking processes, whilst ensuring value for money.
Project Scope
The services shall include, but not be limited to, the following four elements, which are to be provided by the same bank on the basis of the most economically advantageous tender: Main Banking Services, Merchant Credit Card Facilities, Government Procurement/Corporate/Commercial Credit/Payment/Purchase Card Facilities and Court of Protection/Corporate Appointee client money service.
Contract Period
The contract shall operate for a period of five years with a commencement date on 1st April 2019, and potential option to extend for further two years, subject to agreement and satisfactory performance.
