Description

A priority of Winchester City Council ("the Council") is 'Living Well' in that all residents live healthy and fulfilled lives. The Council recognises that its residents are living longer and want to ensure the district offers the right mix of facilities for all ages and abilities.
In support of the above, the Council are proposing to replace the out of date & dilapidated pavilion at North Walls Recreation Ground, Winchester, SO23 7DD with a new pavilion (cricket). The design which meets current standards required by the Cricketing governing body was led by the local Community and is being part funded also by their efforts.
The Council are seeking a suitably qualified contractor to demolish and dispose of the existing building and construct the new pavilion. The new building comprises of a raft concrete slab & combination of timber & steel frame, with aluminium windows & doors & timber clad walls & roof. The M & E element will be the subject of Contractors detail design as part of the tender. The building is highly insulated with a number of service installations to minimise energy consumption. The Council has declared a 'Climate Emergency' and set a target of becoming a carbon neutral Council by 2024 and for the wider District to be carbon neutral by 2030. The design has regard for this target and there is an expectation that the successfully appointed contractor must be mindful and contribute also to this target.
AR Design Studio based in Winchester has designed the new pavilion and an Architect from the practice will be a member of the tender evaluation panel.
The form of Contract is JCT Intermediate 2016, without quantities & includes Contractors Design portion.
The Contract sum is anticipated to be circa £650k (ex VAT) and the estimated site start date is December 2020/January 2021.
