Description

The Council wishes to invite a suitably experienced and qualified organisation to undertake an Open Space Assessment for the city in accordance with the National Planning Policy Framework (NPPF) and national guidance contained in the Planning Practice Guidance (PPG). This will form an integral part of the evidence base to underpin new open space and green infrastructure policies in the review of the Birmingham Development Plan (BDP).

This contract will be for a period of approximately 8 months commencing approx. 27 September 2021 until 21 May 2022.

A report should be produced and will need to:

o Provide an NPPF and PPG compliant assessment of open spaces within the city. This will include defining local typologies and standards for open space and assessing the quantity, quality and accessibility of different types of open spaces across the city. Results should be presented on a city-wide as well as ward by ward (or other smaller defined area if considered more appropriate) basis.

o Identify quantity and quality deficiencies at a ward or small-area level and make recommendations for addressing these.

o Make recommendations for the updated local plan policy and provide open space provision and maintenance costings to support development of an up to date policy on developer contributions.
