Description

Westminster City Council is commencing a competitive procurement to establish a Framework Agreement for the provision of cloud-based eTendering and Contract and Supplier Management Software Solutions.

The Framework Agreement shall contain 2 Lots:

Lot 1 - cloud based eTendering software solution; and

Lot 2 - cloud based Contract and Supplier Management software solution.

The Framework Agreement shall be in place for a period of four (4) years and shall be available for access and use by all Councils operating in the London area.

Each Lot on the Framework Agreement shall contain a maximum of three (3) Suppliers. Bidding suppliers may be awarded a Framework Agreement on one or both Lots.

Westminster City Council is using the Restricted Procedure pursuant to the Public Contracts Regulations 2015.

Suppliers wishing to participate in the procurement can find all the Procurement Documents at www.capitalEsourcing.com. Suppliers will need to initially register free of charge in order to access the documents.

Suppliers are advised to read all the Procurement Documents.

Suppliers are initially requested to submit a completed Selection Questionnaire (SQ) in accordance with the specified timeframe. Completed SQs will be evaluated by Westminster City Council and short-listed Suppliers will be invited to submit formal tenders.
