Description
Warrington Borough Council is establishing a Dynamic Purchasing System (DPS) to procure Specialist Residential and Respite Services for adults aged 18-64 with complex needs. The DPS will provide a flexible and compliant route to secure high-quality placements and support services for individuals with learning disabilities, autism, mental health conditions, dementia, physical disabilities, and/or challenging behaviours.
The DPS will run from 1st March 2025 to 23rd February 2029, with no extensions beyond this date due to legal requirements under the Procurement Act 2023. The estimated total value is £65 million over the DPS term, though this is indicative and not guaranteed.
The DPS is divided into four Lots to match provider capabilities with service requirements:
Lot 1: Specialist Residential Care - In Warrington (long-term care)
Lot 2: Specialist Residential Care - Outside Warrington (long-term care)
Lot 3: Residential Respite - In Warrington (short-term/emergency care)
Lot 4: Residential Respite - Outside Warrington (short-term/emergency care)
Providers can apply for one or more Lots, and new providers can join the DPS at any time. Providers already on the DPS can apply to additional Lots or withdraw from Lots as needed.
Care placements will be awarded through mini-competitions issued to providers within the relevant Lot, with contracts awarded based on quality and price. Services will support individuals to live as independently as possible, promoting dignity, choice, and well-being.
Key expectations include:
Delivery of high-quality, person-centred care.
Adherence to the Care Act 2014, Mental Capacity Act 2005, and Safeguarding Adults legislation.
Compliance with CQC requirements (where applicable).
Safe, appropriate environments supporting individuals' well-being.
Providers will work collaboratively with families, health, and social care professionals to meet individual needs.
Interested providers must register on The Chest (www.the-chest.org.uk) to access the full Invitation to Participate (ITP) and submit their application. Applications can be submitted at any time during the DPS term.
