Description

Greater Manchester Combined Authority ("GMCA") and the Greater Manchester Health and Social Care Partnership ("GMHSCP") invite quotations in respect of an evaluation of the Greater Manchester Integrated Police Custody Healthcare and Wider Liaison and Diversion Service ("GM Custody Health L&D Service").

The GM Custody Health L&D Service is an integrated service model that combines two key services that historically were commissioned separately: police custody healthcare provision and Liaison and Diversion. The integrated service aims to deliver an all age (adult and youth) service across key points of intervention in the criminal justice system, addressing a wide range of health issues and vulnerabilities. The GM Custody Health L&D Service represents the joint delivery of a pathway which supports vulnerable detainees from the point of first identification in custody through to court and on return to the community.

The commissioners are seeking to make a decision about the long-term future of the GM Custody Health L&D Service no later than September 2019. The first point at which the commissioners will make a decision about the medium-term extension of the existing contract for the GM Custody Health L&D Service will be no later than September 2018. The commissioners require evaluation which can support decisions at these critical junctures.

The principal requirement is therefore for an impact analysis, centred on a high-quality analysis of the available quantitative outcomes data, but with sufficient supporting qualitative elements to ensure a strong understanding and interpretation of the results. This should cover the whole remit of the partnership, including a focus on outcomes both for adults and children, reflecting the all-age nature of the service.

Furthermore, it is the desire of the commissioners to understand the implications and benefits of delivering an integrated model of custody health / liaison and diversion. Stakeholders are therefore keen to ensure that, complementary to the main outcomes evaluation, additional elements of "deep dive" evaluation work are undertaken on the theme of "service and system integration".
