Description

Norfolk County Council wishes to enter into a contract or contracts for the provision of Waste Treatment and or Disposal services for approximately 160,000 tonnes of residual waste per annum.

Norfolk County Council has a waste strategy for procuring its residual waste services and waste policies that clearly define what its priorities and requirements are in delivering these services.

As a part of the strategy, and in line with the policies, Norfolk County Council is seeking services to treat and/or dispose of local authority collected residual waste, for which the statutory responsibility falls or is delegated to Norfolk County Council.

Proposals involving the pre-treatment of waste must also include the final treatment arrangements for that waste. Proposals involving overseas treatment of waste must also include pre-treatment arrangements in the UK. Norfolk County Council requires any treatment facility provided in Norfolk to be further up the waste hierarchy than incineration. The County Council wants services to treat waste to deliver guaranteed reductions in costs and will assess the carbon footprint of proposals. Norfolk County Council will not accept landfill sites where vehicles have to drive over waste.

Please note that quantities may go up or down during the contract term through fluctuations in the recycling market and population change in Norfolk.

Applicants are not required to bid for all of the volume of residual waste and may submit bids to treat or dispose of smaller quantities than the whole.
The Council reserves the right:
1. to use this contract to source part or all of its haulage requirements, if this delivers best value for money, and/or
2. use this contract to directly receive waste from Waste Collection Authority vehicles (if a winning provider is capable of doing so) and this delivers best value for money for the Council.
