Description
ONS is looking for a Supplier to efficiently develop a stand-alone website that contains, after a log-in and account verification, an initial quick survey on some basic characteristics questions, and a subsequent online questionnaire allowing individuals to record their activities throughout a two-day period or more (not necessarily consecutive days).
The project requires that the baseline version of the website is developed at pace, fulfilling the minimum criteria outlined below and in the subsequent tender, which are generally simple, while also suggesting options for further development to be considered.
The diary questionnaire structure would link to an 'activity code' list that has been pre-designed by ONS, though there can be an option to tweak this in development of the website tool, if found to be easier. Individuals should be able to choose categories of primary and secondary activities they are engaged in, and time spent on each of them should be provided, as well as the option for potential extra categories such as an 'other information' box, for whom a service was produced, and if a smart device was used to engage in the activity or secondary activity. These potential extra categories should be investigated during the user testing to determine the impact on quality of the result.
During development stages of the website and during its user testing, regular scrums and progress reports would be expected. ONS would encourage an agile project structure to get more frequent feedback on the iterative design and build stages, aiming for a minimum viable product. This could also allow more frequent user testing, but we are open to different suggestions from the company.
The front-end needs to be user friendly and encourage easy collection of data, across diverse groups representing the UK population. It will need a secure password log-in before the survey and online diary questionnaires can be filled in. We would want high-availability, for example accepting down-time of 3 hours outage per week, but not at peak times such as mornings, late afternoons and evenings. Individuals should be able to fill in their information as soon as the activity is done, or they can fill in most of the day's activity all in one go at the end, but they should not be able to fill in their activity for time that has not passed yet......
