See Attachments for a Word description and additional information. We propose that the delivery partner support going forwards should include four strands, three of which build on existing activity:
• Technical support - to provide individual support to projects to design and establish new RAAs., working with local authorities and the voluntary sector
• Sharing learning across the programme and with individual RAA projects (these are currently set up into three groups based on stage of development)
• Leadership development - support and/or training for RAA heads of service to be effective leaders of the RAA and, collectively, of the adoption system in England. This might cover skills in commissioning, performance management, financial management and other areas
• Programme management - to provide the Department with programme information, risk analysis, and performance information. Given this is a significant change programme, it is vital that we have good intelligence. We would like this role with a specific focus on benefits realisation for individual projects and the wider programme

The RAA programme is a high priority programme to support Local Authorities (LAs) and Voluntary Adoption Agencies (VAAs) to combine together to form Regional Adoption Agencies (RAAs) to develop a more efficient adoption system in England and to improve outcomes for children. The Government's vision was set out in the paper "Regionalising Adoption" published in June 2015[https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/437128/Regionalising_adoption.pdf].
Regional Adoption Agencies are designed to: stimulate practice improvement; create a more efficient adopter recruitment system; and provide high quality support provision for adopters. Government policy is for all local authorities to be part of an RAA by 2020.
