Procedure type

Restricted procedure (above threshold)

A two-stage procedure, where the first stage is used to select suppliers, who are then invited to bid in the second stage.

This procedure can be used for procurements above the relevant contract value threshold.

This is an accelerated procedure.

Justification

Due to the failure of a mini-competition process under a framework agreement, the timeframes for the delivery of the Openshaw campus have been impacted and a further competition relying upon the standard time limits set out in Regulation 28(2) Public Contracts Regulations 2015 would be impracticable. In order to ensure that this critical element of the Authority's wider masterplan can be met, the Authority is relying upon the accelerated restricted procedure.
