Description

The Department for Levelling Up, Housing and Communities (DLUHC) wishes to commission a feasibility study and evaluation to assess the implementation and impact of the Local Growth Fund (LGF) and Getting Building Fund (GBF) with a budget of up to £500,000 (£100,000 for the feasibility study and £400,000 for the evaluation).

Background:
The LGF (£12bn) was the government flagship local economic development policy between 2015/16 and 2020/21, GBF provided LEPs with £900m to support 'shovel ready schemes' to stimulate areas most affected by the Covid-19 pandemic between 2020/21 and 2021/22. Scope & Requirements:
The study will be divided in two phases: feasibility study (phase 1) and evaluation (phase 2). Phase 1 will aim to understand if process, impact and/or value for money evaluations of LGF and/or GBF would be feasible and robust. The process, impact and value for money evaluations of the programmes (phase 2) should focus on what was delivered, what can be learned, what difference the funds have made and what changed were caused, and how cost-effective were the funds. The contractor will be required to investigate a series of issues around scope, data, approaches, methods, analysis and propose options and related project plans for phase 2. The evaluation will implement the project plan proposed in the feasibility study.

Timelines & Governance:
The feasibility study will run from March to July 2023. The contract will continue into phase 2 in August 2023, only if the feasibility study findings will show that evaluation work would be feasible and robust enough. The project will be overseen by DLUHC's analysts and relevant stakeholders.

The project will be procured through the Crown Commercial Service (CCS) Dynamic Purchasing System (DPS) - RM6126 Research and Insights Market Place.

Suppliers are able to apply to join the DPS at any time. During application to join the DPS, suppliers indicate which services they may be able to provide under the DPS.
