Description

Enfield faces significant health challenges. Its residents experience more health inequalities than most other parts of England, have a lower life expectancy and experience higher than average deprivation. The CCG is committed to commissioning services, which meet the needs of the local population and strive to provide an integrated approach to care in the community.

The Community Phlebotomy service will allow adults to receive routine blood tests, and domiciliary blood testing services in the community daily between the hours of 8am and 18.30pm as a minimum and on weekends if needed. This model will provide local, accessible and integrated services that are aligned with providers within the health and social care economy.

NHS Enfield CCG is keen to test the potential market for Community Phlebotomy Service.

The CCG wishes to invite potentially interested providers of the services to a market engagment event to be held on Friday 27th September 2019 from 12.00 am - 2.00pm noon in Enfield.

The event will be to discuss the Enfield Community Phlebotomy Service and the results of the market questionnaire, which will be issued prior to the event.
Contract start date is indicative and may be subject to change.

The contracts will commissioned via an NHS Standard Contract for a period of two years with the possibility of a further two-year extension period. The estimate value of the block contract over 2 + 2 years is up to £900k exclusive of VAT. Annual value is £450k exclusive of VAT. Please note that this is a market testing exercise to inform the organisations; decision-making process, not a call for competition. This does not commit the CCG to carry out a procurement process. Bidders who have expressed an interest in this market testing exercise will have to submit a separate response to the Contract Notice should we decide to procure this service and publish a Contract Notice (advert) for this requirement.
The services that are the subject of this notice are covered by the Light Touch Regime are set out at Schedule 3 (Social and Other Specific Services) of PCR 2015. If the value of the Contract is over 615, 278 GBP the Contracting Authority must advertise it in the OJEU, although there is flexibility as to the design of the remainder of the Procurement Process The Commissioner is not voluntarily following any other part of the Regulations. The procedure that the Commissioner is following will be set out in future documents yet to be published. The Process will be similar to Open Procedure process under the Regulations but, for the avoidance of doubt, the commissioner is not running the Process as though the Open Procedure under the Regulations applies and so reserves the right to depart from that procedure at any point. The procurement will be advertised via OJEU and Contract Finder.
